Sharan London, Executive
Director
Sharan
London joined the Montgomery County Coalition for the Homeless as
Executive Director in 1996. In this capacity she has lead advocacy
efforts on behalf of homeless men, women and children in Montgomery
County, oversaw the expansion of the Men’s Emergency Shelter,
and directed the establishment of the Home First, Homeless Outreach,
Partnership for Permanent Housing, Safe Haven, and Seneca Heights
Apartments programs. In addition, Ms. London is responsible for
the creation of MCCH’s affiliate, Coalition Homes, Inc. She
is at the forefront of efforts to end homelessness in the county,
was instrumental in the development of our local Ten Year Plan to
end homelessness, and is a nationally recognized speaker on issues
related to homelessness and affordable housing. Prior to coming
to MCCH, she held volunteer and staff positions with Associated
Catholic Charities. Ms. London currently serves on several
board and advisory committees.
David Levine, Deputy Director for Operations
David
Levine joined the Montgomery County Coalition for the Homeless as
the Deputy Director for Operations in 2006. In this position, Mr.
Levine manages all of the organization’s administrative and
financial functions. Prior to joining MCCH, he worked in the finance
sector for thirteen years, mainly in capital markets group at various
banks and broker firms. His positions were exclusively in the
US bond market, where he worked as a market analyst, trader, salesperson
and finance specialist. Mr. Levine also spent four years in the
finance group of Fannie Mae, where he was responsible for a $25
billion multicurrency bond financing vehicle.
Julie Maltzman, Deputy Director for Programs
Julie
Maltzman joined the Montgomery County Coalition for the Homeless
in 2005 and has served as the Deputy Director of Programs since
2006. In this position, Ms. Maltzman oversees all of MCCH’s
housing and supportive services programs. She has a wide range
of experience, having worked on behalf of, and with, low-income
and homeless people in Montgomery County since 1993. At both
Community Ministry of Montgomery County and Bethesda Cares she professionalized
services, and expanded and established new programs. She collaborated
on the formation of Ministries United Silver Spring-Takoma Park,
the Upcounty Interfaith Clothing Center and the Furniture Exchange
and was a founding board member of the Montgomery Volunteer Dental
Clinic and the Emergency Assistance Network. Ms. Maltzman is a graduate
of the Nonprofit Leadership Institute and currently serves on several
county boards.
Carolyn Amspaugh, Program Director, Safe Havens
Carolyn
Amspaugh, LCSW-C, joined the Montgomery County Coalition for the
Homeless in 2003 and has been the Program Director for Safe Havens
since 2007. Prior to her current position as Program Director, She
worked for over four years as a case manager with Safe Havens, providing
case management in a group home for homeless women with co-occurring
disorders. Through this experience she has gained knowledge of how
mental illness and substance abuse can impact the stability of the
chronically homeless population, and the challenges these clients
face in navigating the shelter system and accessing appropriate
treatment. Prior to her joining MCCH, Ms. Amspaugh worked as a social
worker at the Montgomery County Department of Health and Human Services
Child Welfare Division, where she provided case management to children
and families in the foster care system.
Darrell Butler, Program Director, Men's Emergency
Shelter
Darrell
Butler joined the Montgomery County Coalition for the Homeless in
2007 as the Program Director of the Men’s’ Emergency
Shelter. Prior to joining MCCH, he worked for eleven years as the
Housing Programs Director for Community Ministries of Rockville
providing direct supervision of the Chase transitional shelter and
the Jefferson House and Hope Housing programs providing permanent
housing for homeless men and women with various disabilities. In
addition, Mr. Butler has over 20 years experience in drug and alcohol
rehabilitation. He has served on various subcommittees addressing
the needs of this population and served on the City of Rockville
Human Service Advisory Committee for 3 years. He also helped develop
MCCH's "Co-occurring Disorders Workbook”.
Anne Donohue, Program Director, Partnership for
Permanent Housing
Anne
Donohue, LCSW-C joined the Montgomery County Coalition for the Homeless
as Program Director for the Partnership for Permanent Housing in
2006. In this position, Ms. Donohue has overseen the expansion
of the Partnership for Permanent Housing program from serving 50
households at a time to 137 households. She has over ten years of
experience in the human services field, and has more than seven
years of experience providing and overseeing services to the homeless
population. Prior to joining MCCH, Ms. Donohue worked as a Clinical
Supervisor at an outpatient mental health agency in Washington,
DC.
John Enagonio, Director
of Real Estate, Coalition Homes, Inc.
John
Enagonio joined the Montgomery County Coalition for the Homeless
in 2007 as the Director of Real Estate for Coalition Homes, Inc.,
MCCH's affiliate organization. Prior to joining Coalition Homes/MCCH,
Mr. Enagonio was a project manager rehabilitating small rental and
homeownership complexes for low-income residents of the Columbia
Heights neighborhood. He is expereienced in tax credits, Community
Development Block Grants and Federal Home Loan Bank subsidies for
affordable housing, as well as municipal housing trust funds. He
also has experience in property management and tenant organizing.
Mr. Enagonio recently received certification as a Housing Development
Finance Professional from the National Development Council.
Alice Forcier, Director of Housing Solutions
Alice
Forcier is the Director of Housing Solutions for the Coalition,
and oversees several programs including the transitional housing
and permanent supportive housing programs at Seneca Heights Apartments,
Home First and the Homeless Outreach Project. She has over 13 years
experience working with families and individuals experiencing homelessness
in a continuum of care services setting, and also has experience
with helping families to maintain housing. Prior to working
with the Coalition, Ms. Forcier worked at the National Center for
Children and Families, where she not only gained extensive experience
working with low-income families, but with supervising a wide range
of personnel.
Sarah Mahin, Director of Development and Communications
Sarah
Mahin joined the Montgomery County Coalition for the Homeless in
2004 and has served as the Director of Development and Communications
since 2006. In this position, she has led major enhancements
to the organization’s resource development and communications
activities, and realized a dramatic increase in private giving levels. Prior
to joining MCCH, she worked as a site coordinator for After School
Kids, a tutoring and mentoring program for adjudicated youth in
Washington, DC. Ms. Mahin is a graduate of the Nonprofit Leadership
Institute and serves on the City of Rockville’s Human Services
Advisory Commission.
