Susanne Sinclair-Smith, Executive Director

Susie Sinclair-SmithSusanne “Susie” Sinclair-Smith was appointed by the board of directors as MCCH’s Executive Director in August 2011.  Susie oversees the day-to-day operations of MCCH and its affiliate, Coalition Homes, Inc., and implements strategic plans to advance solutions toward addressing and ending homelessness in Montgomery County.  Susie has more than 25 years of experience in the non-profit and philanthropic sectors with a special focus on addressing the problem of homelessness and increasing the supply of affordable housing. She was founding executive director of the Washington Legal Clinic for the Homeless, served with the D.C. Program and National Policy Offices at the Local Initiatives Support Corporation, and was Director of Leadership and Policy Development at the Fannie Mae Foundation. Most recently, she oversaw the William S. Abell Foundation’s Strategic Initiative to End Chronic Homelessness in the District of Columbiaand served as an expert consultant for the U.S. Department of Health and Human Services’ development of Opening Doors, Federal Strategic Plan to End and Prevent Homelessness.  Susie holds a master’s degree in public administration from Harvard University, Kennedy School of Government, and a J.D. in Poverty Law and Clinical Practice from the Antioch School of Law.

Julie Maltzman, Deputy Director for Programs

Julie Maltzman joined MCCH in 2005 and has served as Deputy Director of Programs of MCCH since 2006. Julie is responsible for all of MCCH’s housing and supportive service programs. She has overseen the expansion of housing options at MCCH including the growth of PPH, the development of Home First, CHIPP and Cordell Place. She has a wide range of experience, having worked on behalf of, and with, low-income and homeless people in Montgomery County since 1993. At both Interfaith Works and Bethesda Cares she professionalized services, and expanded and established new programs.

 

 


Diane Aten, Director, Development & Communications

Diane AtenDiane Aten, joined MCCH as the Director of Development and Communications in 2011. She has more than 17 years working in nonprofit organizations, including 10 years of fundraising experience. She has created and led successful development campaigns in the areas of monthly giving, major gifts and direct mail appeals, and has implemented the Benevon fundraising model in prior employment settings. Diane also has experience in cultivating and sustaining partnerships among board members, corporations, congregations and other organizations. Prior to joining MCCH, Diane was the Development Director for over five years with Samaritan Ministry of Greater Washington, a homeless services organization, as well as the Director of Development for Sojourners. Diane holds a master’s degree in not-for-profit management from University of Maryland, University College and has been a member of the Association of Fundraising Professionals since 2001.

 


Joanne Lam, Controller

JoanneJoanne Lam joined the Montgomery Coalition for the Homeless in September 2008 as Controller. Joanne brings over 20 years of accounting and finance management experience to MCCH. In this role, Joanne oversees all aspects of MCCH's budget. Lam holds a bachelor’s in accounting from Rutgers University.

 

 

 

 


Darrell Butler, Program Director, Home Builders Care Assessment Center (Formerly known as the Men’s Emergency Shelter)

Darrell Butler joined the Montgomery County Coalition for the Homeless in 2007 as the Program Director of the Home Builders Care Assessment Center (formerly known as the Men’s Emergency Shelter) . Prior to joining MCCH, he worked for eleven years as the Housing Programs Director for Community Ministries of Rockville providing direct supervision of the Chase transitional shelter and the Jefferson House and Hope Housing programs providing permanent housing for homeless men and women with various disabilities. In addition, Mr. Butler has over 20 years experience in drug and alcohol rehabilitation. He has served on various subcommittees addressing the needs of this population and served on the City of Rockville Human Service Advisory Committee for 3 years. He also helped develop MCCH's "Co-occurring Disorders Workbook."


Anne Donohue, Program Director, Cordell Place

Anne Donohue, LCSW-C joined the Montgomery County Coalition for the Homeless as Program Director for the Partnership for Permanent Housing in 2006.  In this position, Ms. Donohue has overseen the expansion of the Partnership for Permanent Housing program from serving 50 households at a time to 137 households. She has over ten years of experience in the human services field, and has more than seven years of experience providing and overseeing services to the homeless population. Prior to joining MCCH, Ms. Donohue worked as a Clinical Supervisor at an outpatient mental health agency in Washington, DC.

 


John Enagonio, Director of Real Estate, Coalition Homes, Inc.

John Enagonio joined the Montgomery County Coalition for the Homeless in 2007 as the Director of Real Estate for Coalition Homes, Inc., MCCH's affiliate organization. Prior to joining Coalition Homes/MCCH, Mr. Enagonio was a project manager rehabilitating small rental and homeownership complexes for low-income residents of the Columbia Heights neighborhood. He is expereienced in tax credits, Community Development Block Grants and Federal Home Loan Bank subsidies for affordable housing, as well as municipal housing trust funds. He also has experience in property management and tenant organizing. Mr. Enagonio recently received certification as a Housing Development Finance Professional from the National Development Council.


Alice Forcier, Program Director, Seneca Heights Apartments & Home First

Alice Forcier joined the Montgomery County Coalition for the Homeless in 2003, and is the director of two programs. Seneca Heights Apartments provides transitional housing for families and permanent supportive housing for single adults. She is also the program director for Home First which includes permanent supportive housing for 40 chronically homeless single adults. She has over 16 years experience working with the homelessness population in continuum of care service settings.  Prior to employment with the Coalition, Ms. Forcier served on MCCH board for 2 years. She was the director of Greentree Shelter run by the National Center for Children and Families. She had worked at the Ethos Foundation leading psycho-educational groups for adults court ordered into drug/alcohol treatment. She has extensive experience working with a wide range of personnel.

 


Chandra Harris, Program Director, Partnership for Permanent Housing

Chandra HarrisChandra Harris, a Maryland licensed social worker first joined MCCH in 2005 as a Case Manager  where she served as clinical coordinator for groups and supervisor for program facilitators. Recognized for her contributions she made to the program and MCCH, Ms. Harris was later promoted to Sr. Case Manager and then Assistant Program Director in 2008. Now, Harris brings her extensive experience providing clinical services and working on behalf of disenfranchised populations in her new position as Program Director with the Partnership for Permanent Housing,a subsidized permanent housing program that provides supportive services to over 180 households in Montgomery County.

 


Nili Soni, Program Director, Safe Havens, CHIPP & Hope Housing

Nili Soni, MSW, joined the Montgomery County Coalition for the Homeless in 2007 and has been the Program Director for Safe Havens since 2009. Prior to her current position as Program Director, she worked for two years as a case manager with CHIPP, providing case management for homeless individuals who frequently use the emergency medical system and who have repeatedly been incarcerated in the local corrections system (often for “nuisance” crimes e.g. public drunkenness, loitering) achieve a permanent supportive housing. Prior to her joining MCCH, Ms. Soni worked as a social worker at the Montgomery County Department of Health and Human Services Child Welfare Division, where she provided case management to children and families in the Kinship system. Her backgrounds in America as well as in India have provided her ample opportunities to live and work in various contexts with people who represent diverse groups on many complex levels. Ms. Soni holds a Masters in Social Work from the University of Maryland with a specialization in Families and Children. She also acquired a Masters degree in Human Development and Family Studies from The Maharaja Sayajirao University of Baroda, India.
